To maintain fairness and credibility, the selection process should be objective, consistently applied, and appropriately documented.

Post-incident testing may be conducted following a workplace accident, safety incident, near-miss, or other significant event when substance use is relevant to the organization's established testing policy. For-cause or reasonable-suspicion testing may also be considered when there are documented, objective indicators suggesting possible impairment or prohibited substance use.

The purpose is not simply to assign blame. Rather, testing may form part of an incident investigation and help determine whether substance use could have been a contributing factor. Testing should be conducted according to predefined procedures and applicable legal requirements, with appropriate attention to employee rights and confidentiality.

Treatment follow-up testing is used after an individual has participated in a substance-use treatment, rehabilitation, or employee assistance program, where continued monitoring is appropriate and legally permissible.

The purpose is generally to support recovery, verify compliance with an agreed return-to-work or monitoring program, and help maintain a safe working environment. Depending on the circumstances, testing may be conducted on a scheduled or unannounced basis for a defined monitoring period. Results should be handled confidentially, and the program should clearly establish the conditions for return to work, follow-up testing, and any support or rehabilitation measures.
