Selangor, 5 May 2025 – Malaysia is facing a critical issue with increasing road accidents involving lorry and bus drivers under the influence of drugs. Throughout 2024 and into 2025, numerous serious and fatal crashes have been associated to substance-impaired commercial drivers. These include cannabis, methamphetamine (crystal meth) and other banned substances, detected through JPJ and PDRM enforcement activities. This issue has sparked concern nationwide due to the devastating consequences on public safety and confidence in public and freight transport.

In recent enforcement operations, the notable incidents include:

  • Express bus driver in Terengganu tests positive for drugs, detained during Aidilfitri operation (Malay Mail, 2025)
  • Six express bus drivers tested positive during the Chinese New Year 2025 safety operation (New Straits Times, 2025)
  • JPJ detains 9 commercial vehicle drivers for testing positive for drugs (The Sun, 2024)
  • 1 in every 13 lorry drivers tested on the road was found positive for drugs (The Sun, 2024)
  • Tour bus driver detained after testing positive for cannabis (News Straits Times, 2024)
  • 14 bus drivers failed drug tests during a February 2024 festival roadblock (FMT, 2024)

The Malaysian government is stepping up enforcement efforts.

  • The Inspector-General of Police backed urine test mandates for bus drivers in January 2025 (New Straits Times, 2025).

Mandating urine tests for tour bus drivers to detect drug use is a proposal that should be considered and must be done carefully, said Inspector-General of Police Tan Sri Razarudin Husain.

  • In August 2024, the Transport Ministry pushed to tighten legislation against drug-using drivers (FMT, 2024).

Transport Minister of Malaysia, Lok Siew Fook advised bus operating companies to regularly screen their drivers to prevent drug use. “Companies have a responsibility to screen their drivers every now and then to stop these kinds of drivers,” he said.

These policy directions signal a shift toward proactive, company-led screening programs especially for commercial transport operators.

Implementing structured drug testing procedures may:

  • Significantly reduce the risk of accidents caused by drug-impaired driving
  • Build public trust in the professionalism of transport services.

Logistics, freight, and travel bus operators are now expected to go beyond minimal compliance to help close enforcement gaps by implementing internal drug testing protocols.

  • Pre-employment testing to filter high risk applicants before hiring
  • Random testing to detect illegal drug use with unannounced screenings
  • Scheduled Periodic testing to ensure ongoing compliance
  • Post-incident testing following any accidents or infractions
  • Return-to-duty Testing for rejoining after rehab or suspension
